30 Years of U.S. Technology Transfer Policy in 30 Minutes
The U.S. has seen a complete turn about in the last 30 years in technology transfer policies between government- funded universities, federal laboratories and U.S. industry. These shifts began in the 1970's in times closely resembling those we face today-- shaken confidence in the economy, an energy crisis, strong international challenges to U.S. leads in technology, and tremendous voter unrest over the direction the country was heading. These pressures caused a national political revolution. They also swept away long established legal barriers to the commercialization of government -funded R&D. The relation of technology policy to larger political issues, why Congress tried a new course, how it worked, and the challenges of the current election cycle resembling one that shook Washington to its core in 1980 will be discussed.
Joe Allen was a Professional Staff Member on the U.S. Senate Judiciary with former Senator Birch Bayh (D-IN). He later served as Executive Director of Intellectual Property Owners, Inc, as Director of Technology Commercialization at the U.S. Department of Commerce, and as President of the National Technology Transfer Center. Mr. Allen formed his own consulting company, Allen and Associates, in January, 2008.
