Holiday Networking Event

Mr. Allen was the key Senate Judiciary Committee staffer securing passage of the Bayh-Dole Act, which in 1980 opened up collaborations between U.S. research universities and industry. While Director of the DOC Office of Technology Commercialization, he was instrumental in the passage of the Federal Technology Transfer Act and the 1989 National Technology Transfer Competitiveness Act, allowing U.S. industry to perform joint research and development with federal laboratories. And, as President of the Robert C. Byrd National Technology Transfer Center, Mr. Allen was involved in passage of the Technology Transfer Commercialization Act of 2000, which greatly strengthened U.S. technology transfer policies. At the WVHTCF, he oversees programs assisting federal agencies in commercializing their R&D.
