Biography
Phyl Speser has been called by Ashley Stevens, Director of the Office of Technology Transfer at Boston University, “one of the pioneers of the modern practice of technology transfer.” Phyl has supported commercialization of technologies in all fields of science and technology and across a wide range of industries. In April of this year, Phyl’s most recent book, The Art and Science of Technology Transfer, was released by John Wiley and Sons this year as part of its Intellectual Property Series.  Noted as an engaging and humorous speaker able to bring life to what is too often seen as a dry subject, Phyl will share insights, examples and methods for commercialization from this book with us.

Dr. Speser has been on all sides of technology transfer and commercialization. Phyl was the lead lobbyist for the Small Business Innovation Development Act, developer of the STTR concept with Roland Tibbetts, and a lobbyist for the Technology Transfer Act of 1989. Phyl served two terms on the Board of the Technology Transfer Society, is a recipient of the Society's Certificate of Appreciation (1991), was Chairman of its Task Force on National Technology Transfer Policy (1989-1991) and received Best Paper, Annual Meeting (1987). Dr. Speser was a gubernatorial appointment to the Board of the Washington Technology Center from 1994 to 1997 and is a member of the Bar Association of the District of Columbia, the Association of University Technology Managers (on the Public Policy and Executive Forum Committees), the Licensing Executives Society, and the American Association for Artificial Intelligence, and has been listed for years in numerous Who's Who publications. A frequently presenter, this year Phyl spoke on action networks and the application of game theory to deal making at the AUTM Executive Forum. Phyl also has been developing games for teaching technology transfer, one of which was played at the Executive Forum.

A co-founder of Foresight and its Chief Executive Officer, Phyl is also an adjunct Professor of Law at SUNY Buffalo. Phyl holds a Ph.D. and a J.D., cum laude, from the State University of New York at Buffalo and was one of the first students to graduate from the Baldy Joint Doctorate Degrees program. Foresight Science & Technology is a leading consultancy in technology transfer and commercialization conducting over 800 projects each year for corporations, universities, and governments.
