PROGRAM DESCRIPTION:
Government investment in technical innovation is growing dramatically, especially in high-technology areas such as Homeland Security and Bio-Terrorism Defense. A significant portion of the government’s effort in these areas is through funding research by private companies, which companies can frequently use the research results for their own commercial purposes and make attractive profits. The Department of Defense has made considerable effort to make its contracting system more user friendly to innovative companies wary of losing their unique technical niches. San Diego’s local SPAWAR (Space and Naval Warfare Command) has implemented a pro-active plan, including commercialization grants, to help small businesses, and it works to share in its $5 billion budget with small and large contractors in the area.

This LES Program brings together two complementing viewpoints of how government commercialization efforts can help local businesses:

Robert Cogan will address the basic licensing “rules of the road” in government licensing and how to navigate the system safely to exploit new opportunities and funding sources, while avoiding the pitfalls and “gotchas” of dealing with Federal procurement rules.

Lou Kelly will describe San Diego’s own Center for Commercialization of Advanced Technologies [C-CAT], a DOD-funded incubator which makes grants to and provides mentoring for companies seeking to commercialize defense- and security-related technologies.

This promises to be an exciting program, combining the Rules of the Road for government-funded commercial innovation with some Practical Implementation mechanisms, opportunities and examples.

SPEAKER BIOS:
ROBERT P. COGAN is a Partner in the San Diego office of Nath & Associates, a Washington, DC intellectual property firm. Mr. Cogan 's practice includes all aspects of intellectual property law, including development and enforcement of intellectual property portfolios, commercial technology transactions, software licensing and government contracting. Mr. Cogan began government contracting work while at General Electric, and now helps small and large technology businesses deal with the Federal Acquisition Regulation. He has done extensive work with Department of Defense, NASA, Department of Energy and other US agencies, as well as with Canadian, British and Australian agencies.

LOUIS G. KELLY is President of Lockheed Martin’s Orincon Technologies, Inc., and also President of The Security Network, a federal/state/local non-profit consortium focused, with industry, on creating strategies and businesses for the security of the nation. He also serves as Chair of C-CAT, a consortium of government, industry and academia dedicated to funding and facilitating commercialization of federally-funded technologies in the San Diego area.
